Trust in Constitutional Institutions – November/December 2025

At the turn of November and December 2025, the Public Opinion Research Center asked a set of questions focused on Czech citizens' trust in basic constitutional institutions. Monitoring trust in constitutional institutions was a regular part of our surveys, but due to changes in CVVM's research methodology and the scale used, it is not possible to directly compare the results of earlier surveys with the current results.

At the turn of November and December, the Czech public had the greatest trust in the president and mayors. The president was trusted by 58% of citizens, while 28% did not trust him (14% were "undecided").

The balance of trust in the outgoing government was negative, with 29% expressing trust compared to 55% who did not trust it.

Constitutional institutions at the municipal level fared significantly better in terms of trust: 58% trusted the mayor in their municipality/city district and 17% did not, while a majority of citizens (55%) also trusted the municipal council and 14% did not.

The Chamber of Deputies (Poslanecká sněmovna ČR) had a weaker image, with a significant proportion of middle-of-the-road responses, with 22% of citizens expressing trust and 39% distrust, and almost two-fifths (38%) expressing "mixed" feelings.

In the case of the Senate, we see a slight predominance of positive responses (38% trust, 33% distrust).

The undecided "halfway" position was also more pronounced in the case of trust in regional councils, where just under two-fifths of citizens (38%) said they were "halfway," a comparable proportion said they trusted regional councils (41%), and 16% expressed distrust.

Regional governors received a very similar rating (43% trust, 19% distrust).

Due to a change in the CVVM's research methodology, the results of the presented survey are not directly comparable with the results of previous surveys. More information about the new methodology can be found in this press release.
